The Problem of Open Deficiency
People think that the problem of open defication is that there aren't enough toilets, because who would possibly want to deficate in the open if they had a toilet? But elits, for alits, toilets come in a great package deal, included with excellent sewage solution and piped water. I think of it as an excellent illustration of how some governments focus more on optics than actual governments.
