Bitco - Multisig Approval - Is That Really Required?
Every user on the exchange has ther now, would have their own address on the block chain. In order to withdraw from those wallets, like you said, you needed multisig approval. And so you don't need all three, but you would need two out of three. So they took a little bit of money, or a bunch of money, out of a bunch of different wallets and then put it all into one big wallet.
