Fabius Maximus is appointed to be dictator. He's a very experienced man. In his two consulships he's won victories over Ligurians and other troops in Italy. His strategy is to rebuild Roman forces, give them some of their morale back and try and get them some experience but most importantly avoid military defeat. But effectively the Romans act quite aggressively towards Hannibal and try to bring him to battle. So although he gets this inflated kind of reputation for this period it doesn't sort of, its legacy is more complicated than some people have imagined it to be.
