What Cornelius Was a Worshipper of God?

There is a sense in which they are not chosen by god. While he's down from heaven, he disn't didn't choose gamellel. He could have chose one of the other pharisees of that day. The cornelius and lydia were brought in in the second fold of sheep. But these who are people who are not just chosen in an arbitrary way before the foundation of world. And when i say arbitrary, i mean what the word actually connotes within scripture.
