The Limits of Toleration
In one respect what defines our thinking about free speech is not the particular acts that constitute speech. Speech is just one way of doing it, how you dress, how you act in public. All those things can signal to other people your values, what kind of life you favor. That provides reasons for other people to want to prevent you from doing those things because they don't want those signals to be out there in the public space.
