The Nature of the Russian Concern

Nato expansion has been treated so abstractly that it obscures what the actual nature of the russian concern is. Ultimately, nato is purely a military alliance and largely designed to counter the communist soviet threat. The west asserted unequivocally that ukraine and georgia would be coming into nado in two thousand eight but partly due to resistance from the europeans they've not taken immediate or active steps.
