Roll's Difference Principle

Equality is our base line principle, except when inequality benefits the least well off. In rolls's view, moral desert and luck do not play any role whatever in any of this. He doesn't say that lucky countries that have a lot of resources don't deserve those resources so they should be equally distributed to everybody. So he doesn't enfor among countries the principles that he would see enforced among individuals in a country. This is a glaring contradiction in his thought between his book, a theory of justice in the early seventies to his book, the law of peoples, down in the late 19 nineties.
