Oil Is a Commodity
Oil is a fungible commodity. A barrel of oil from Russia is as valuable as one from the United States, all other things being equal. The Saudis have much more flexibility about turning up the gain or down the gain on their oil production because it's so easy to extract. Oil in the Arctic is harder to get out. It's got to go through pipelines.
