Polio Is a Disease of Sanitation

Polio is kind of like a disease of sanitation. The lower the sanitation measures, the bigger the epidemic. So these epidemics were probably able to occur in the 20th century as sanitation measures increased. And the population of already exposed people decreased so that polio could tear through an unexposed community.
