The Effects of Housing First on Homelessness
In California and Utah, a steep decline in homelessness preceded by many years the implementation of the policy. Houston implemented adopted housing first and its chronic homeless population declined by 68% in the years after implementing housing first. Average home values in Houston are a fraction of those in California or even in Utah. The city has better coordinated efforts over a considerably smaller geography.
