Siberia is really difficult to turn into a positive ROI, a positive return on investment. They're easily hemmed in by NATO on the west and their Black Sea access is obviously being fucked up. Everything is pretty much on rail and shoved up on the western side of Russia. And then on the east, they're sort of abandoned because everything has to go through Siberia In order to make that profitable.
