The End of the Cypher Bureau
In 1930, William Friedman began building this thing called the Signal Intelligence Service or SIS. Five months before they closed it down back in May of 1929, the United States Army decided that it was going to start up its own version of a spy agency. The power of the Cypher Bureau's library at that point is pretty significant,. I would think. So whether or not they were related bureaucratically in terms of archives and contents, they were even more comprehensive.
