Did the Robber Barons Actually Start the Conservation Movement?

A bill that was an organic act went through Congress. It gave the president power to withdraw lands from the public domain. A section 24 is what it's known as that was slipped into that bill. The robber barons were doing it. They drove out of competition in a lot of different industries, not just under Western lands.
