The fed never recognizes the problem in the market when the bubble is still inflating. It always only recognizes it with the benefit of hindsight once the airhas come out. If we get a big drop in real state prices, the home equity goes away. The average individual who bought an occ is his own home barely has any skin in the game because they couldn't scrape up much of a down payment.
