In 2010, a fire on San Francisco Mountain led to flooding in Flagstaff. The area has had forest fires for centuries and was well-managed by the Forest Service. Fire created water repellent surfaces that acted as barriers against heavy rainfall. "You burn one of these watersheds and their flood regime becomes a completely new problematic thing," he says.
