The CIA's Strategic Warning to Policymakers
Before 9-11, the real purpose of the CIA is to provide strategic warning to policymakers so they can make policy decisions in an informed way. Peter Bergen: The CIA could do very little if its warnings went unheeded. He says it made a fatal mistake when it failed to notify the FBI that two individuals had entered the United States and were living there under another name. Bergen: Never again would Gina Bennett and her colleagues be feud with suspicion for their unheeded warnings.
