The Politics Behind Council Estates

I think it's because simply the sort of political will to do that was not there at all. It was also motivated by a stigma against council estates, and the belief that council estates brought down values in an area. We stopped building council housing at the end of the 1970s. I think 1980 was the last year when really substantial amounts of council housing were built. No one was building social housing at scale. So it just wasn't a model. And the political will for that model wasn't there.
