The Chinese Central Government Is a Big Part of the Story
Solar becomes a strategic industry. That means the central government is going to back it up. And that wasn't true before 2008, 2009. The other thing that happened in 2008, 2009 is global financial crisis. So countries around the world start cutting their solar subsidies. But China does what they're good at: They create their own market.
