Progressive reformists believed education could be used as a tool to fight poverty and incourage social mobility. They championed the rise of vocational education in areas like carpentry and agriculture for boys and domestic economy for girls. These schools garnered the support of industry as well as the programs whould undermine the influence of craft unions. Many low wage workers didn't have time to go to these schools, for example. And many black workers weren't in low wage positions because of a lack of skills or education, but because of raceism and the labor market.
