How Much Power Is Required?
The security property of Bitcoin L1 is that you can't reorder a transaction back in history after a certain point without actually attacking Bitcoin L1. So someone who wants to come in and create like a deep fork after Bitcoin finality in three would have to lift the reorg Bitcoin. There's no concept of trying to withdraw USDC from the layer to the base layer. Except for an option that NFTs are ordinals. They are native to layer one. I fully expect fees to go up a lot more.
