Chemical Weapons in the First World War

There was an agreement or a treaty that forbade the use of chemical weapons. The germans attacked in 19 15 on the western front, they used chlorine gas all they did. Their argument is, well, we didn't militarize it. We merely took the canisters to the front line and opened the canisters. I think that's very i think that a very mealy mouthed em way of ducking responsibility.
