Getting Civil Rights Lawyers to the South Is Crucial
The way in which attorney compensation is set up makes it difficult for lawyers to want to bring these cases. Congress wanted to set up a system where when a plaintiff won, their lawyer was paid by the local government as a way of protecting constitutional rights. But Supreme Court interpreted that statute in a way that took away much of its power.
