Amendment to section 18 us e nine 22 d prohibits anyone who intends to sell or otherwise dispose of the firearm or ammunition in violation of a federal law. This is establishing a regulatory framework for what have been described in the press as ghost guns. They've they've filed off the serial number, but also replacing that part with three deprinted parts,. Otherwise making a gun not traceable back to its owner. If you knowingly violate these sections, again, serious felony, imprisonment for not more than ten years.
