Is it possible for the someone is a not a person who'se part of the network to propose a change that then gets incorporated into the network? Absolutely. Any one knowed or otherwise can try to fork a network and create version of it with a, with a change. And there's no special control that these companies have over these networks other than some sort of moral authority t If they created the network, i probably trust them to be one of the best stewards of that network and know how to build it.
