There's definitely no right answer to this. The only thing we know that doesn't work, or hardly ever works, is introducing the milestone referal programme and a give away at the same time. They're there to read a news letter. They just want some fun stuff that they get when they share for free. So what we'll say is, if you're thinking of running a giveway and a milestone referal program, which is a really good idea,. either start just with the give way - but then test it out by turning rewards into full-on milestone rewards.
