Treaty or Treaties Plural?

The Uluru Statement from the heart says sovereignty, meaning it was never recognized because it wasn't. But what in their mind do they mean by sovereignty? It's not fully defined in the Uluru Statement. There are words to this effect that it's a spiritual notion. What does that mean? I think it's a reflection or an allusion to Indigenous understandings of the relationship between those Indigenous nations and the land itself. The Prime Minister has said he commits in full. We need to be absolutely clear the Prime Minister's intent is that we should move to a treaty or treaties plural.
