The way in which we ought to be measuring education is a basic you know world one basic metric that the world over people uses literacy rate. Tamil Nadu was indistinguishable from a northern India about 50-60 years ago right in terms of gross enrollment ratio and now it's greater than Kerala. If you have this overall pipeline and infrastructure and system set up it's a reasonable society, says Karthikan Mulay.
