The idea is we have pre signed transactions that are not broadcast yet. And so I guess the idea is if one of us goes offline, if the other has to now force close the channel, we would need to broadcast that transaction. So for example, you already forwarded the HTLC to another lightning peer, they've claimed it. But then the person that offered you the contract on the inbound direction, they clawed back. The tools for being able to increase to bump fee or transact bump your transaction fee are reduced in these cases.
