Is There a Standard for Metadata?

GC is looking at standardizing GOD cat, which would allow any type of metadata to be more web native and findable using traditional web approaches. We hope to work with D cat, which is the sort of native document catalog for the web built by W3C. There is a version of that called GOD cat. It's been used in Europe for some time now. But I don't see on this list a formal standard for how we produce and communicate metadata.
