The problem arises when a majority of group is comprised of average members who must decide what to do with high performers in the group. To solve this problem, reward systems are subverted to benefit the less able and the adept are cast as deviant. Marginalization is a resolution of two tensions, marginalization of the dept for their behaviour and protection from the adept for the mediocre. But there can be a whole system set up to do two things. One is to look like its embracing change without really embracing change. And two is eventually to tire you out so you leave and you don't have to change.
