In the digital realm, a ledger is absolutely necessary. Whereas in the physical realm, we can have tokens. And this is where in a ledger centralized authorities have been able to stop the double spending problem. But how do you move from a centralized authority to a decentralized authority when no one is monitoring it? That's the Byzantine Generals problem.
