The Second Factor, Dollar Debt Dominance

The dollar is really dominant in debt markets. When the euro was created, there was a sense initially that perhaps the euro would sort of be able to contest the dominance of the dollar. Foreigners aren't willing to buy bonds denominated in currencies other than their home currency except for dollar-denominated bonds. That's kind of an important stylized fact.
