Getting the Other Level of Government to Pay
When you can get the other level of government to pay, everybody seems happier. The real challenge when we've been looking at challenges of municipal finances is trying to get the balance right between local beneficiaries bearing the appropriate cost and future beneficiaries. And again, we need to go back to thinking about again as Allison put it so well. It really becomes a matter of figuring out how do you design the program to align the interests with achieving that with the appropriate financial incentives to do it. So I'm just scrambling now is just it's a very complicated question my mind and I don't have an easy answer for it. Thank you.
