Enforce laws with smart contracts and practise in person norms of civility. Simulate architecture in var eventually, crowd fund territory and materialize city into real world. I the key is to go cloud first, land last. Don't worry about real estate. That can be solved whence you have sufficient numbers of people with line values. Negotiate deal the state to by land in the middle of nowhere with specified laws that move.
