The Negative Effects of Peer Review on Science

The number of disruptive papers has more or less remained, the absolute number is remained constant in a field. But the ratio as a percentage of the publication has declined dramatically. One way to interpret that is that there's too much money being put into science. The peer review system is a fantastic system but not very good at supporting radically new ideas.
