Henry Sidgwick thought that the best way to govern a country or a state would be to use utilitarian ethics. But he thought that if people found out that you were making decisions on the basis of utilitarian ethics, then they would become a lot less happy. You need to govern according to utilitarian ethics while presenting, or at least giving the impression that you're governing in some other way. And so they are decided because the decision itself is what is galling.
