The law, the spirit of the law here is that they don't want employers to treat people as disposable. And if you take an inappropriate approach to contractors versus employees, that's the essence of what you're doing. If you require someone to attend a meeting consistently, they're probably not a contractor. You're really not treating them as a contractor because a contractor is like a freelancer.
