O'Brien: To what extent do you believe the animus toward China here in the US was an historical inevitability, perhaps just hastened by the advent of Trump and his administration? O'Brien: I definitely don't think this is reducible to the Trump administration. There's a distinct sense on the part of Washington, that they're waking up to a reality in which China isn't easily playing the subordinate partner in the relationship. The fundamental question ever since has been whether America's policy makers are able to imagine a fully multipolar world.
