Did the Russians Really Fail to Bring a Bridge?

A story about a failed russian army attempt to storm the city of mikolaev, or nikolaye. It seems extremely odd they didn't bring a bridge,. And i'm thinking, why wouldn't they bring a bridge? Well, it is possible ecause there have been some really incompetent moves by the russians.
