In the simplest form, light running over glass is an optical fiber. So at certain moments of time, the light is either going to be on or off. There's nothing more complex than that. Even a simple hundred megabit per second interface can detect 100 million bit positions every second. The bits are used as checksum for the pieces that go either side.
