Isn't Collectivism the Problem?

I don't see the need to worry about too much libertarianism here, because i don't see any evidence of that at all. If you're a live in town, you're going to have water, and that's got to be provided by collective effort. I cant but tat most people can't build their own water system. There's jot on a level of collectivism that is necessary to have a society,. And unless you want to have war lords, that's cool with me too... But even within that warlords camp, still going to have collective, or don't have collective, isnit yet?
