In Psalm 68, it's almost comical. This is a psalm about Israel marching across the desert to the temple that has just been built in Jerusalem. The dudes are sleeping in their lawn chair while their wives are dividing the spoil of what God has conquered. It's not as if the Holy Spirit indwelled everybody like he does in the new covenant. We have similar things happening with Samson because we have his role as being a deliverer and then some of the dimensions of his story, he is an unsavory character at the same time.
