There are laws governing who can wear water at different levels of society. In henry's reign, wolsey seeks to enforce them on one or two occasions. Most people at most levels of society were relatively self regulating and pretty much more roughly the area that they were supposed to be in. But you get people pushing the boundaries of those at the gentry area. So those who are keen to rise up into the lower nobility, or establish themselves with a landed power base, as it were,.
