The identifiable victim effect is just one of several psychological mechanisms that limit the appeal of effective altruism. There are others, including what's called scope insensitivity. It turns out that instructing people about which charities do the most good has little influence on them. Most charitable donations are driven first and foremost by a sense of personal attachment.
