The allure of the doo, at least facially, is this is democracy. But in truth, what we've seen is that participation is very low. The higherkep works when you have a c o making decisions than you have this top down forment. It does work in certain industries, and in some it's better than others. And i think ultimately what might be the best approach is the bi cameral government system which has so many different checks an balances in place.
