The policies started with some localized deportations and grew until five coastal provinces were affected. Fujian was the worst hit, and secondly was the province to the south Guangdong. They would have trenches and walls, and they'd militarize that world line, post troops, build garrisons. So if they weren't able to access the sea, then they can't fish, right? Correct. It's a horrendous policy, isn't it? Yeah, it's incredible to think about.
