The Partnership for Peace Would Not Bring a Ucrane to Nato
The idea was that the partnership for peace would in some ways modulate nado expansion. Instead of all or nothing expansion, where you either give a country full article five guarantees or nothing from da one, there would be a series of phases. Countries could join the partnership, and did join the partnership. It's basically open to all countries, meaning ukrane can just be one of many. This has several advantages: it puts natoe expansion at the end, rather than at the beginning of the process. And so, you know, these are some of its selling points.
