The Partnership for Peace Would Not Bring a Ucrane to Nato
The idea was that the partnership for peace would in some ways modulate nado expansion. Instead of all or nothing expansion, where you either give a country full article five guarantees or nothing from da one, there would be a series of phases. Countries could join the partnership, and did join the partnership. It's basically open to all countries, meaning ukrane can just be one of many.
