Are the Circuit Panels Random?

i am actually enjoying it, andit, i guess it's my time to do it. So a lot of conspiracy theories about the courts always involve the circuit panel not being randomly selected. Partly there's an embank process if you if the whole court thinks something's really important ought to be done differently. But we're in this year long process of trying to make sure it's very random and then super transparent. It's not that easy to get perfectly right.
