Neil Kinok came up with shadow education, it spoke with nothing big in politics. He was a much more substantial reformer of his party than David Cameron is today. But he was doing it for nine years and people were tired of him. The BBC did their exit poll in 1992 and got it wrong, badly wrong. And they predicted a hung parliament. Got it completely wrong. That was the one, major one, and the Tories for the fourth time in 92.
