Suzuki was a small motorcycle producer, but had worked in india for a long time. They knew that the government was serious about getting foreign investment going. So they sat with the government and they came up with a deal. The quid pro quo was that 50% of the value added would have to be domestic. But suzuki did not want to produce a rubbish car, because that would destroy their brand ame which would have a much bigger effect than the indian market.
